Nah man. I'm telling you it's pandering to the network execs. NBC doesn't even care about all that content they really just wanted the rights to the PPV's.
Did you get a chance to watch/listen to the Jerikkko interview with SCSA? He brought up the point we discussed briefly on here before about making mid carders like Koffee and Cesaro believable champs.
mentions how Bischoff's plan for him was to be the WCW Shawn Michaels and was going to put the rocket ship on him but wanted him to start out by wrestling jobbers like Brad Anderson on the opening card.

i went to a sacramento show once. wrestlers were sitting in the hallway signing autographs. got tickets for meet n greet jeff hardy. earl hebner was just walking around during the show selling his i screwed brett shirts
