I believe he did it to keep the family from splintering and to make his next move. Because who was out to get him at the time? Michael killed the priest but Arthur and John blew up the train still so the British should be satisfied.
Unless the Russians are out to get him now for setting them up. But I still think he'll be linking up with America in season 4 because like he said his new allies are more powerful than his enemies.
