Cruiserweights have always been "Eligible" for Heavyweight Titles though.
Heavyweight titles have generally always been "Open Weight" titles.
The weight LIMIT (maximum) is for the lower-weight divisions. (Nothing over ______ lbs)
I've never seen a Weight MINIMUM in a wrestling promotion. (I could be wrong).

So either way, Rey would have always been eligible.

In the convo earlier, folks were speaking on Weight Divisions. But even with that, people are always allowed to move UP. (Factoring in Pro Wrestling's History)
