I think he'll end up making it. NBA alone, he didn't do too much. But if you take in what he did in China, that can get him in. Plus making his way over to the NBA & taking all star votes, viewers, merchandise... That will probably play a role.

You're missing the point. The fact he played in the NBA matters, or his global impact is non-existent. They go hand-in-hand. And he played at a high level when healthy.

This sounds like one of those inductions based off of other things not just pertaining to basketball but what he's done for the NBA. It's not like the basketball HOF makes it a point to be looking up players accomplishments overseas in other leagues.
