I perceive this as Vince wanted Naomi to win, possibly pinning Sasha, which sets up a "feud", but Sasha (and Bayley) have pushed for the women's tag team championships so I wouldn't be surprised if she wants her and Naomi to have a strong reign to bring some legitimacy back to the championship & that's the main reason why she walked out, rather than the narrative that will be pushed that she wanted to win.
