thing is alot of that comes from cats turning states evidence and not getting respect at home after that
or a dude claiming things he know he aint about so they gon test him
but you could have dudes that have robbed alot of cats where hes like a target back home

Ok, pick a location then. I dgaf if was his, yours or another person's hood. You getting hung up on that minor detail is a dumb *** way to avoid the question. I've listened to enough Tupac to know he wasn't a gangster and was not much more than an artist with political aspirations and a lot of influence. There are enough accounts of his life to know that he was taken advantage of by real street dudes. He was in over his head. Believe what you want though.

Bush in 2003 put a $1 million reward on her head during the revival of targeting domestic terrorists at the start of the war on terror. In 2011, Jon Stewart and Bill O'Reilly had an argument over her, as Obama invited an artist to the white house who supported Assata Shakur. Fox was trying to make that out that by default the president supports her too. Tupac comes from a very serious committed family, and as a teenager he was the national chairman of the new african panthers, so he was on route to be the next leader of the movement.

Tupac goes back to his car and gets his gun and returns fire, hitting both officers, one in the thigh and one in the buttocks. The charges are dropped against Tupac when it turns out both officers are intoxicated, and the gun they used to fire against Tupac was stolen from an evidence locker. Everyone else just remembers "Tupac shot two cops".

Goes to prison for sexual assault, but found innocent of rape. Released after 11 months when new evidence helping prove his innocence is found. The prosecution states they "lost it" and it was not deliberate.

In order for someone to turn states, they have to have some level of street cred. An average joe might have an idea of what's going on in certain circles but you have to be respected in order to infiltrate enough to be considered a credible witness.
The other points you mention, let's use the real 50 Cent for example. He did everything you mentioned, in his own and surrounding hoods, as much as cats hated and wanted him dead, they still respected him.
I agree with Brolic, it starts at home, in your own hood. If the ppl you grew up with and who know you since yall were kids don't mess with you how much cred could one claim to have.
