While I do agree that those guys are wrong for that, I think in this situation they have to accept the pennies because he's trying to get his car back.  Now if they had walked into some place like Target and tried to purchase something with pennies, then I think the store could deny them. 

I do think those guys are idiots though.  The lady in the tow company office isn't the reason his car got towed.  If anything he should be trying to get back at the place that had him towed.
