depends on what kind of car you want. If you wants something european you can get a e30 or a s13 for an import. Both look nice with mods to daily with plenty of aftermarket support and community

Cherokee's-are good money spent
Jetta or Volkswagen's-in general are expensive to maintain
Millenia- garbage, you'll spend more money keeping it running then the car is worth.

edit:With $3500 I would get a Lexus SC300/400 or LS400....

Cherokee's-are good money spent
Jetta or Volkswagen's-in general are expensive to maintain

Either an old honda accord, old acura legend (if you can find a good one, those things are PHENOMENAL) or a lexus ls400.

Most important thing is to make sure they were maintained and if so (especially with the accord/legend) youre good money.
