Only thing you can really do is move into an apartment complex and have everyone go in on the best router available for that many connections and go in on an internet connection for all. (or get a high range wifi router and use it for a certain amount of homes on your block. )

On the bright side, if you live in CA, the state legislature is looking to codify net neutrality into their state laws early next year. Since technically FCC is saying they don't have any jurisdiction in enforcing the law today, it would be difficult for them to argue in court if they desire to trample over states.
But we will see though. Gonna be lots of lawsuits happening soon.
