what should i do to press charges when scammed from out of state??

im from CA. and the SCAMMER is from FL.,we're supposed to TRADE shoes i sent my pair and he sent me an empty box

anyways,ya WE both shipped it at the same time but i received an empty box LMAO!!!,everything was LEGIT the first copule of conversations,suddenly,the cellphone no.and the cellphone itself has a new owner and says he didnt know anything about it.Im pretty that was the same dude and he was just lying about it,by the way we communicated thru texts.Im gonna press charges to our local PD and see what they can do, i just dont want this loser to do it again to some other people.I know im not alone getting scammed but,why %$+%$!!%#@%#% people would do this kind of %*!@.For a small of money you would do %*!@ like that SMH...Hey i learned my lesson and move on,,God bless that sucker and hope he dies soon or will happen to his family in the future,"ANYTHING GOES UP MUST COME DOWN",good night fellas.
