This is a completely different scenario about natural ice from the storm.

Thats because they're holding the lighters above the snow so instead of the snow melting from the bottom up and creating visible water, the top of the snow melts and drips into the porous snow turning it into ice.

I can guarantee you if they leave the snow in a cup overnight it will turn into water.
