Correct me if i'm wrong but I think he wore the OGs for the 88 ASG and the 01s when he was on the Wiz in 03. Kobe wore them in the 03 ASG. 

If I remember correctly he wore the true blues for the 88 ASG team photo

most would say to downsize .5 a size. for me i just went my size and they were fine. that's just me though. i think it's something you should try on in store.
edit: just saw your new post. i say don't do a size 13 and try to find your actually size.
