Can someone explain how this optical illusion works?

You could just tilt your laptop back until you see it.
 
The black lines are basically only there as a distraction, if they were gone you would be able to see the image pretty easily.

The "white" in between the black lines is actually grey, and multiple shades of grey at that. The shades of grey are very close but there is a difference, these shades of grey are what makeup the image of "barney" or whoever else the designer of the illusion chooses.  Your eyes cant process the image when they are still because they naturally focus the darker on black lines and those likes fade out and basically hide the image to be seen.
