Jay-Z's last quality album is "The Black Album"

By quality do you mean an album with high replay value? If so the answer is American Gangster.

American Gangster dam near flawless except for about 2 tracks

BP3 was great not cohesive but really dope

MCHG is the BEST ALBUM a millionare 40+yr old could make. We love it cus its quaity, but this holds no wieght compared to the earlier wrk AG, BA, ...etc
 
We're supposed to discuss lies? Since the Black Album, American Gangster, Blueprint 3, Watch the Throne, and Magna Carta Holy Grail have come out which are all fantastic albums. I liked Kingdom Come also but I will exclude it because of the prevailing public opinion of it.

The Blueprint is the best Jay Z album to me.

I've never been one to argue about this, as long as we can all agree that the top 3 consists of BP1, RD, and TBA I'm good.

Nah B, nah.... The Blueprint is the best Jay Z album.
Reasonable Doubt is by far Jay's best album...

Blueprint & TBA are toss ups, but TBA was just classic-er...
I love RD as much as the next guy, but the BP1 was honestly the album that has had the most effect on my life. It was a huge turning point for me and how I viewed music period. Its the greatest album ever made(that is not a joke) in my opinion. 

I'll never knock a RD choice thats my second favorite album ever.

IMO it's Blueprint, Reasonable Doubt then American Gangster, Black Album. I don't think there's anything wrong with the Black Album, I just love the story and the 70's vibe on American Gangster.
 
Like everyone else said, American Gangster. Everything since has been average at best.
 
The Black Album is Jay Zs best work thus far thanks to Kanye West Just Blaze

Timbo the Neptunes and da gawd Rick Rubin RD gets the nod as far

as public opinion based on how raw and lyrically profoundit was but as a

complete package i give it to TBA in terms of it being his last quality album
