Because I bet there are a number of structural problems that would cost a lot to fix for starters. Next would be that the area is garbage and locals know that

It's all relative. More people = more opportunities, ect. Cleveland seems to be the only exception. They gain more people and have less to offer.

Assuming I didn't have plans to leave the US, it would be a good idea. I've thought about living in cities like Detroit, Camden, Cleveland, etc. They're broke now so the real estate is cheap. You buy it, renovate it as necessary, start renting out the rooms or houses. It wont be big bucks for a while but when they come up again, you can charge higher rents or even flip it at a great profit.
